Water level and temperature in the condenser and cooling tower basins must be protected with the result that the turbine output steam are not exhausted and can be re-used as feedwater steam generator. Research began with literature study as the first step process to understand what happens in condenser and cooling tower, and continued with the system modeling, sensors and actuators selection, and also to design controller parameters. Controller parameters are get by Routh Hurwitz Stability Method, Ziegler Nichols First Method, and trial error with the result that produce the optimum system responses (10% maximum overshoot and no steady state error). The result indicates that the optimum system responses can be obtained by using controller parameters in = 90, = 30, = 90, = 3, = 60000, = 20000, = 900, dan = 30.
