Summary:This study is aimed to describe the communication strategy at the Open University Distance Learning Programs Unit Kendari (UPBJJ-UT) to fosters register behavioral on non basic education program, analyzing the effect of the characteristics on the effectiveness of the communication process and the effectiveness of the communication process to behavior register. This study used a qualitative approach to describe the implementation of a communication strategy based on the elements of the communication strategy and quantitative approach to analyzing the effect of the characteristics on the effectiveness of the communication process and the effectiveness of the communication process to behavior register. Informants were interviewed UPBJJ - UT Kendari components, the sample size is 121, the system determination being used Isaac and Michael standard error of 10 % and for the determination usesd random probability sampling technique on the basis of strata. This research results show that the qualitative approach of the communication strategy UPBJJ - UT Kendari on three programs, through the medium of practical communication implemented structured adaptation assisted by need to achieve the goals. Results of quantitative research approaches show that attitude towards change and cosmopolitan level have a positive effect on the effectiveness of the communication process, while age and work have no effect. In addition, the effectiveness of the communication process has positive effect on the registering behavior of respondents.
