Summary: | This research aims to determine diplomacy conducted by Indonesia to
Saudi Arabia to protect Indonesian migrant workers in that country during the
moratorium. In addition, this research also aims to determine the things that has
not been done by Indonesia and the challenges in conducting diplomacy with
Saudi Arabia. The problems that happened on Indonesian migrant workers in
Saudi Arabia has been going on for years and in large quantities so Indonesia
imposes moratorium on sending Indonesian migrant workers to Saudi Arabia
since 1st August 2011. Shipment Indonesian migrant workers to Saudi Arabia
carried out so far in the absence of a Memorandum of Understanding so that was
no rule of law that binds these two countries in the protection of migrant workers.
Indonesian diplomacies during the moratorium in this research are diplomacy to
respond to amnesty policy that imposed by Saudi Arabia, senior official meetings,
and also diplomacy of the signing of a Memorandum of Understanding for the
Placement and Protection of Indonesian Migrant Workers in Saudi Arabia. These
diplomacies are Indonesia�s success in diplomacy to Saudi Arabia to protect its
migrant workers.
Nevertheless, there are still things that have not been done by Indonesia
regarding the protection of its migrant workers in Saudi Arabia, like the lack of
maximal protection of migrant workers in pre-placement, placement, and postplacement,
the lack of coordination between ministries and agencies related to the
protection of Indonesian migrant workers, and the lack of diplomacy on the
elimination of kaffalah system. Through these things that have not done certainly
can provide a way for the re-injustice and the violation of the rights of Indonesian
migrant workers. The challenges facing Indonesia in conducting diplomacy with
Saudi Arabia are legal and cultural differences prevailing in the two countries.
These differences give rise to the existence of difference in the response to the
issue of protection of Indonesian migrant workers. Thus, it can be used as learning
challenges in implementing diplomacy with Saudi Arabia |
