As one of special region in Indonesia, Yogyakarta is renowned for its traditional characteristic. Along with Yogyakarta Strategic Plan 2012-2016 \"Realization of Yogyakarta as the quality education, has character and inclusive, culture-based tourism, social economically and environmentally insight service center city\", the existence of traditional markets become one of the most influential factors in its people's economy development. It is inevitable that in the period of economic crisis, the informal sector which is represented by small and medium enterprises (SMEs) turned into economic savior. It took places both in the traditional markets� upstream and downstream, carrying capacity of its role in reducing poverty and unemployment. No wonder the traditional market is claimed as part of the backbone of the national economy, but still need to be optimized. However, debate began to surface when the government as a public service providers have not been able to optimize its role in managing the traditional market well. At the same time, the disappointment from the business communities, especially the merchants as an important factor in the traditional market, arose and led to increasing in the amount of complaints to Ombudsman. Hence, Ombudsman as a state institution that has the authority to oversee public services are expected to play a significant role in the resolution of problems.
