Summary: | Indonesian government established several programs to cope poverties in this country, one of them is PKH (Program Keluarga Harapan). PKH is the program based on Conditional Cash Transfer system, by giving funds aid to very poor households, or called by RTSM (Rumah Tangga Sangat Miskin). Not all RTSM can be a participant, there are the requirements to be fulfilled. Only family with expectant mother and/or children below 15 years old can access it. This program has the orientation, which is also the goal, to improve the quality of education and health.
This research evaluated how effective the implementation of PKH in Tepus Village protecting RTSM. Then, the instruments used to evaluate PKH are the 4 factors, as Christopher Hood said, that it must be at least these factors or instruments to be fulfilled so the policies made by government can be implemented well, they are: nodality, authority, and treasure, as well as organization. The nodality factors include content of policy, socialization, and response of policy targets. The authority factors include compliance and responsiveness from implementing policies. The treasure factors include the utilization of facilitator services in accompanying very poor households. Then the organization factors include the characteristic of PKH implementation institute.
The actual design of PKH has been proven to be successful in protecting RTSM, but there are several problems occured when PKH is applied in Tepus village. As we�ve known that some territories of Tepus village located far from education and health services. So that even both access has been guaranteed to be free of charge, RTSM still troubled to acquire those. The other problem is, the facilitator still haven�t performed their vital roles. One of them is resuscitate them about the importance of improving their awereness toward their education and health. Which is the key to make PKH sustainable. |
