Summary:Japan is one of the country which have interesting political security dynamics. Japan�s lost in World War II became a benchmark of Japanese defense system. Unlike other countries, Japan�s defense has been evolving passively since the lost. This situation managed Japan to build a relationship with the United States as its closest ally. However, regional and international political dynamics which have become increasingly complex encourage Japan to change the orientation of passive to active defense. One of the manifestation of the change of orientation is changing the name of Japan Defense Agency into a Ministry of Defense. The change was apparently enough to effect to the surrounding countries, especially countries that have a dark past history with Japan, such as China. One of the effect of this change related to the relationship with China is the emergence of the phenomenon of arms race between the two countries. One country change toward more active defense has been responded by other countires as a form of warning. Keywords: policy reorientation, defense, Japan, impact, China
