Variables used to identify sustainable livelihood are coexistence of infrastructures, capacity, and networking. The study takes place in two relocation sites. The first is relocation site called dome in Sleman regency, and the second one called Bulak Cewokan in Bantul regency. The approach used in this study is qualitative research. To collect primary data, semi-structured interview to some informants and observation were performed, while secondary data was collected by documents and literatures study. The process of analysis includes the stages of description, tendencies identification, and interpretation. The present study indicates that both resettlements have capital to manifest sustainable livelihood. Both resettlements were supported by the service of infrastructures, the capacity of the stakeholders, and the networking, but the quality of those factors is different in both resettlements. The main issues of dome are lack of people involvement in the development process and unclear regulation of prohibition to live at disaster prone area, while the main issue in Bulak Cewokan is the quality of human resources. Those issues were influenced by the policy and the approach of implementation program. It can be said that the policy and approach of program implementation impact the manifestation of sustainable livelihood in both resettlements.
