Summary:This thesis aims to analyze upgrading of Indonesian palm oil Derivatives industry and how the role of government towards the upgrading effort, with a case study an upgrading of Indonesian Oleochemical Industry. Indonesia is the largest palm oil producer in the world. Since 2011, there was an increase in amount and capacity of palm oil derivatives products in Indonesia. Indonesian palm oil that usually exported, now processed into various derivative products. Upgrading of palm oil into derivative product is not easily done by the manufacturers. There are several factors that must be fulfilled in order to do the upgrading. Synergy between government as policy maker and manufacturer who make the effort of upgrading is needed. But, policies that are in line with the aim of upgrading becomes a determining factorin the success ofupgrading. if the government policies could not fulfilled the important factord required for upgrading, then the effort of upgrading itself will be difficult to be realized.
