This thesis analyzes the emergence of Gerakan Desa Membangun (GDM) as the villagers collective movement in Banyumas Regency that provenly initiating the village self-reliance by bringing up the approach �desa membangun. This approach considers as anthithesis of the government program namely � membangun desa�. This research conducted by using qualitative method and case study to deeply analyze GDM phenomenon. This method was chosen due to the ability to capture the empirical contemporer phenomenon and gave more chance to dig up the evidence from various source. The researcher chose Melung Village, Kedungbanteng subdisctrict of Banyumas Regency as the locus of the research since it is the place where GDM firstly launched and it is still keep on focusing on the sustainability of GDM until now. Therefore , the researcher needed to thouroughly analyzed GDM from its historical background, the internal and external consolidation process and the sustainability of GDM in iniating the village self-reliance development in information and communication technology (ICT), village governance and the management of village resources. The results of the research show that the term development as the villagers collective program does not automatically make GDM identical with the other social program that commonly have conflicting orientation. The approach of �desa membangun� is different from the rest, since it still collaborates with supra desa (Negara) in creating village collaboration program in its process. Besides the sustainability of GDM especially in Melung village in initiating the development of village self-reliance reveals that GDM has been successfully brought Melung Village as the self-reliant subject in village development by making use of the SMD (Sistem Mitra Desa), the website of the village and the management of village resources namely Paguyuban Pager Gunung. The ideas and opinion about the development came from the village authority and Melung village community are supported by many more parties (bottom up) and village Supra parties (the government) compared to previous top down approach. As the conclusion, the researcher recommends that GDM needs to keep on improving the capacity building of all the actors involved and to develop the relationship pattern with village supra (Government) as the collaboration of bottom up and top down approach and also simultaneously with the government develop GDM in all parts of Indonesia to create village self-reliance.
