In a situation where there is high need and demand for political and economic reformation, there is need for rethinking the relationship between central local and governments. And this can not be postponed anymore. The global changes while are so speady and not easy to be anticipated has force so many people to find new ways of running government. Despite this, the system which is being used in Indonesia up to date is still conventional. Other than there being some authority which is too unflexible in the hierarchy of the central government, this system has also made the bureaucrats in the local governments feel that they are just good implementers and servents. This is what happens generally in most of the public services where efficiency and effectiveness are not achieved. Without exception, many central government and provincial policies whose implementation in the field are not effective and efficient because they less in involve local government (Daerah Tingkat I I) and any other stakeholders involved. And in adition to this the different nature, are always to adopt policies which are homogeneous and this does not provide chance for creativeness to the local government. With this analogy and hypothesis or even imperical experience about the importance of rising effectiveness in policy implementation, the Municipality Government of Tangerang has started finding ways which are relative of different in managing industrial waste. This different way from research, i s not only that it has been successful in rising the effectiveness in managing industrial waste, but also because it has also corrected the old paradigma which always says that the local government not yet ready. From the quantitative about the rising of participation of the owners of industries in doing analysis about the environmental influence (AMDAL) and institutions to manage industry waste water (IPAL), it shows that the role of local government in solving this problem.
