The problems lay in the terms of the decision making process (the creation of reliable and achievable mandates made by the Security Council), how to implement the mandates in the ground and how to enforce it. Based on jurisprudences, there are often legal vacuum on how to implement all laws in peace operations. This essay, therefore, tries to analyze the problems and tries to propose solutions based on the accountability aspect.
