Additionally, physical condition of the dry-upland becomes major problem for people to gain a better welfare. There is now steadily an increasing government concern and awareness of the importance of this area. Despite the development equity jargon, the recognition of the significance of upland lies to the fact that upland position is not only substantial but also decisive within watershed system. Land and water conservation work on these spheres of upland attractiveness. The study is directed to the inventory of this land and water conservation activities as a mean of development interventions to upland. Furthermore, appraising popular perception and participation in the activities is also the main part of the objective of the study. To facilitate this objective achievement, the study is purposely conducted in one of upland regency in Central Java, namely Wonogiri. Two villages within the regency have been selected on the basis of agro-ecological stratification and within each village an amount of 150 farmer respondents has been randomly selected and interviewed.
