ABSTRACT Physically, biotically and socio-economically, the urban forest and secondary � -forests are components of the environment that affect the life of the community in Tanjung Selor. Tanjung Selor is situated on the delta of the Kayan river and is affected by the rise and fall of the river and the high intensity of rainfall. The management of the urban forest as stipulated in local Government Regulation Number 12 of 1995 and the Regent's Decision Number 68 of 1998 is still unsatisfactory. The allocation of funds for it is small and law enforcement is weak. Urban development for housing and facilities will threaten the existence of the urban forest and the surrounding secondary forests. It is assumed that a change in the function of land leads to the increasing amount of water, which causes inundation. This research aims to investigate: i) the effects of change in the function of land and urban forest on the size of inundated areas
