ABSTRACT The analysis of fisheries industry development was done in East Lampung Regency. The Analytical Hierarchy Process (AHP) was used in study. The formulation of hierarchical structure was based on the expert opinion that was quantified involving: the main target of development, main problems, and people involved in the development, the objectives to achieve, and the chosen development strategy. The priority and quality of analysis of each hierarchy by using AHP technique shows that the main factor in achieving the main target of fish flour processing in East Lampung Regency is capital, with the actor was the most influential in strengthening the capital. The manager of raw material resources and the human resources and the human resources supply was the businessman, while the objectives to achieve in the development was using sea products optimally, and chosen strategy as the first priority is the development of structure and infrastructure.
