Summary:The tourism sector, the 'savior' offoreign exchange receipts, will be faced with a dilemma in thefiaure. On the one hand, this sector promises to raise vast amounts offoreign exchange which can be used as a mainstay of economic growth. On the contrary, since the standard of tourism is determined on an international level, no moves have been made towards developing local tourism. It is qui tefeasible that this situation could lead to social disintegration, cultural degradation, and ecological deterioration. The frindamental, pressing concern is not simply one of choosing behveen these two alternatives, but rather offormulating strategiesfor the development of national tourism, by weighing up the force of international tourism against local tourism conditions. Representing the general public, the stale has a role to play in the lug of war between the demands of the international tourism industry and the potential of local tourism, by fOrmulating strategies for tourism which are beneficial to the public.
