Local assets, which are considered vital sources of regional revenues, influence and shape the behavior of local mining elites. Rent seeking, involving local elites, has become rampant in mining activities in the regions. In the case of Mojokerto Regency, one of key factors responsible for the malpractice is poor supervision by the local government. There are two forms of rent seeking: short term and long term rent seeking, and are driven by varying motives. Long term rent seeking helps miners to establish relations with the local administration thereby safeguarding their mining operations. On the other hand, short term rent seeking is driven by the need to facilitate thepayment of bribes to the local administration.
