A component of effective data governance framework is the presence of data management policy and process. Since March 27th, 2007 until this study was made in August 2010, Pontianak City through Population and Civil Registration Agency has implemented Act Number 23, 2006 for Population Administration and used Population Administration Information System (Sistem Informasi Administrasi Kependudukan, SIAK) in citizen registration to generate Pontianak City population data base. This study aimed to assess current condition of population data governance on data management aspect at Pontianak City by analyzing risk identification on data management and assess maturity level in data management as well as giving recommendation to solution design of population data governance improvement particularly population data management aspect. This assessment was undertaken using COBIT framework. Data obtained through survey method together with observation, interview or analyzing relevant documents. Study results explained risk identification by individuals involved in the agency in data management tends to sufficient. Maturity level in data management aspects vary in intuitive level (problem solving based on repeatable pattern) and there were no problem solving standardization but using ad hoc approach per case. Expected maturity level in data management aspects vary in problem solving level using standard and documented procedure, organized adequate level and data management issues measured and the adequate level has optimally run to good practice and continuous improvement. Afterwards, data management improvement action suggested such as the making of the population data governance model on data management aspect.
