Summary: | The end of conflict in Aceh was started by signing the Helsinki Mou between GAM and the government of the Republic of Indonesia. One of MoU implementation was reintegration of ex-GAM members conducted by Aceh Peace Reintegration Board (BRA). This research attempted to determine the level of success in the effort of reintegration of ex-GAM members by Aceh Peace Reintegration Board (BRA). This reseach was descriptive research and the field review object was Aceh Peace Reintegration Board (BRA) and its duty in conducting reintegration of exGAM combatants. The data used in this research was primary and secondary data. Data collection technique used interview, observation, and documentation. The result of research showed that in political area, reintegration was succesfully conducted, especially in the building of local parties. It was showed by a lot of local parties developed in Aceh built by ex-GAM members, including the success of local parties in winning some local election in Aceh and legislative election in 2009. The opportunity to be members of TNI/POLRI was also opened freely although it had not been conducted optimally. In citizenship recovery, all ex-GAM combatants had been recovered for his citizenship and had a similar right and duties as citizens. Reintegration in social and economic area showed that broken public/personal assets rehabilitation, social guarantee (education, health, live assistance), job opportunity to GAM combatants, and agricultural area allocation to GAM combatants all showed many problems, both in its database, compensation implementation, and monitoring and controlling process. At least, reintegration process had been able to decrease drastically in the scale of conflict that suffering the people. This reintegration process must run in parallel with the ability of Aceh people in handling their own problems. The advance of reintegration process is expected to decrease the intensity of conflict significantly, so the development of Aceh could be increased and its acceleration could be heightened. |
