This research aims to detect gag cartoon representation in Halaman Tema Tawa Jawa Pos that narated class authority cause urban poverty. Method that used is semiotic of Barthes that structuralism as the perspective. Depended on research result can be pulled conclusion that cartoons representation imply problem urban that put far apart with poverty culture which during the time maintained by power. Even farther, has happen modification overred because subjective prejudice in translation of reality. This subjective prejudice is more push stereotype which during the time exsist in society it self that beggar, vagrant and road child live in area urban affairs as individual that have mentally problem, bearer with criminality, idler doesn't has work ethic with productivity, dirty and brutal. This matter apparently is not realized by cartoonist and Jawa Pos editorial staff as publisher.
