| Summary: | This research aims to determine the role of Bima city government in
formulating Regional Regulations, factors inhibiting in the process of formation
of local regulation, and the efforts taken by the City of Bima to overcome the
factors inhibiting them.
This study is the a combination of empirical and normative research,
meaning that research based on field research equipped with library research. This
study will be processed by using qualitative descriptive methods.
The study indicates that, formulating regional regulation is an important
obligation in the implementation of regional autonomy in accordance with the
1945 Constitution contained in Article 18 paragraph (6) and Article 136 paragraph
(2) of Act No. 32 of 2004 on Regional Government. Local Regulations are the
product made by the local government together with local parliament. Process of
formulating of the Regional Regulation through 6 (six), steps: namely, planning,
preparation, discussion with the DPRD, setting, promulgation, and dissemination.
In practise of the formulation of Regional Regulations of bima
experiencing some problems namely, (1) lack of coordination between unist of
work that have roles and responsibilities in the formation of regional regulation,
(2) lack of quality and quantity of Human Resources (HR) of the apparatus Bima
City Government in the process of establishing regional regulation so that local
regulation which produce substantially less democratic.
To improve the quality of local regulation, Bima city government needs to
anticipate the factors inhibiting the process of formation of local regulation such
efferts. improving coordination and meetings between the working unit include in
formulating regional regulation, and improving Human Resources (HR) both in
quality and of quantity in terms of legal drafting. This is important to produce
more democratic legal products |
