Purposes of the research was: 1) view poverty side in Ritabou Village, 2) to know factors to affecting poverty in Sub-District Maliana, Bobonaro, 3) looking out policy to overcome poverty in Sub-District Maliana, Bobonaro. The data used in this research are primer and secundary data almost map. Quesstionnaire as a tool to do semistructured interview, table primary data. Maliana sub-district was choose because there are poverty villages there are Ritabou. Poverty measure by structural and cultural. The data analysis are descriptives and crosstabulation. Conclutions of the research are: 1) Profile of poverty is still high, amounting to 28.4 percent of households categorized as poor percent, about 64.7 which is almost poor, and households that fall within the non-poor is 6.9 percent. 2) There are two main factors causing poverty: first, household access to economic functions, and second, cultural or household associated with mental unproductive behavior. Both factors are hereinafter referred to as structural factors and cultur al factors. The biggest factor associated with household poverty in Timor Leste is a cultural factor. Unproductive behavior shown by the many cultures that are still embedded in society. 3) Efforts to solve problems in their communities to overcome poverty, that in any infrastructure, especially roads linking between villages. Access link between the villages will facilitate transportation mobility residents to work and move and transport agricultural products, which they are already producing. The marketable of agricultural production and income of rural residents will increase. The second solution, providing development information to community members to increase their income or save costs. Save on expenses as a way to have more money to save or invest. The greatest savings could be achieved by simplifying various traditional rituals which were very burdensome for the economy of the family.
