Summary:The purpose of this research is to determine a result of the liberalization of economic sectors and its impact on the Government's efforts in overcoming the digital divide in Indonesia. Problem of digital divide in Indonesia is due to imbalance of infrastructure in the central areas of the economy and administration compared to remote areas. This problem arises because of the limitations of government in terms of funding, technology and human resources to develop infrastructure and telecommunication services to remote areas in Indonesia. The liberalization of telecommunications is a Government policy to open up national telecom markets, eliminate trade barriers that exist, and repositioning the role of government from operator to regulator. International telecommunications services trade under the regime of the General Agreement on Trade in Services (GATS) which was ratified in 1994. In GATS regime is developing the telecommunications sector in the direction of competition that are global. The telecom operators competing to provide more innovative services to their prospective customers. These conditions trigger the incumbent operator, which typically are owned by the Government to improve competitiveness, efficiency and effectiveness in this sector. The process of liberalization of the telecommunications sector is also opening opportunities for foreign investors to invest their capital in this sector. In the case of Indonesia, foreign investors have a large role in the national telecommunications due to the rapid progress of financial capital and technology they have. Responding to problems of inequity in infrastructure and telecommunications services in Indonesia and the phenomenon of liberalization that occurred in the telecommunications sector, this thesis aims to examine how governments respond to and exploit these conditions. Joint Government and Private Corporations in the development of national telecommunications infrastructure necessary to shorten the gap of digital divide. Public-Private Collaboration Corporations can we see in telecommunications infrastructure projects Palapa Ring and the Program of the Universal Service Obligation (USO). This is expected to be a way out to improve the accessibility and utilization of information and communication technology by the people of Indonesia.
