Summary:Background: Lack of resources especially human resources in the areas of service delivery, forcing Palangkaraya City Health Department to use the strategy to collaborate with the private sector. The form and effectiveness of such collaboration is not yet known. The form and effectiveness of collaboration that exists is influenced by the environments, strategy and organizational capabilities. Methods: Thisstudy is a descriptive qualitative method uses an explorative case study design. Data collection was conducted in November 2010 - January 2011. Depth interview were carried out to the 25 respondents consisting of Chief Palangka Raya Health Office, staff of Maternal and Child Health section, 4 heads of community health center, 4 midwives coordinators, 2 private maternity clinics, 9 private practice midwives and 2 traditional birth attendances. Observation and study of documents is also done for completeness of data. The effectiveness of collaboration is assesed by the achievement of Palangka Raya City Health Office collaboration�s objectives. Result: The type of collaboration that exists in the form of licensing, reporting, training, provision of vaccines, providing incentives, refferal and/or transporting patients and mentoring. This collaboration does not use the bond agreement or contract. Community of Palangka Raya obtain a guarantees of continuos delivery service due to the collaboration of government and private sector. Thestrategy used bysetting goals and making joint communications network. External and internal environment support the collaboration, although the ability to collaboration still lacking. Conclusion: Collaboration in the form of contract agreements should be considered when the Palangka Raya Health Office internal and external environtments are supportive. This internal environments are the existence of locallaws that already regulate the public-private collaboration, ufficient budget and capability Palangka Raya Health Office to cooperate.
