Information community empowerment is an efforts to enhance ability and independency with urged, motivate and build consciousness toward self potensial community have had to create something more effective from their power and ability. Enlightenment which is gave to the community toward power and they potensial modal could give consciousness for their capacity building. Social capital and community participation in the empowerment itself take an important part. Telecenter Muneng as a media which is can stimulate Muneng�s community has work enough to raise community consciousness of how important their social capital. Participation as an active action from community is a base capital to measure empowerment community efforts which is doing by build their consciousness of how important the information in their life. Trust, as a matter of fact that province goverment gave to Telecener Muneng Management has gave freedom of action to the management in making their program, although in fact there is an obstacle from the local goverment. An huge potensial in Muneng still can be effectiveness by Telecenter Muneng existence, about their capital modal and active participation from Muneng�s community. Muneng as a potensial village can empowering their community by Telecenter Muneng which is bring the wind of change to the community empowerment efforts.
