Summary: | This research focus on identifying critical success factors of local asset
management (land and buildings) and how those factors are applied due to
improving performance level of the asset management. The study located in
Jombang regency. The factors are extended from corporate real estate asset
management (CREAM) conceptual framework that was adapted to public sector
by earlier researchers and are combined with municipal asset management
concept that developed by Siregar (2004). This research also try to identify the
role of top, middle, and low management on improving performance of the asset
management. The questionnaire survey methodology is applied in the this study
and use officers/employees who high related with assets management authority in
region as the unit analysis and get 71 samples with purposive method.
Expectation Perception Importance (EPI) Analysis is used to analyze the
actualization of the key factors on asset management practice based on
expectation, perception, and importance perspective of respondents. The main
purpose of the analysis is to identify the rank of priority have to be done due to
improving performance level of assets management. The Kruskall Wallis test is
applied to find out the difference of performance level based on the role of top,
middle, and low management.
The results show that all performance level of keys factors are lower than
the expectation. The EPI analysis result show that asset valuations are done by
independent valuer got lowest rating or high priority to be handled. The other
priorities are about performance indicator asset management, investor are invited
by local government to use local government asset, HBU study, sistem
information asset management. The Kruskal Wallis test shows that performance
level of assets management is significantly difference based on the top
management role, but not significantly difference based on middle and low
management role. |
