Indonesia as a sovereign state have to preserve its sovereignty by utilize of all its resources including its military strength. It can be argued that Indonesia military strength can be used as a bargaining position in bilateral relations especially with neighbouring countries. In the part, government policy in setting development priorities, puts the country's defense procurement from abroad may decline ability of domestic strategic industries to produce main military equipment. The policy has occured for long period and just change in 5 years latter, when budget system and the increasing unfair domestic industries have provesi its capability and, change the pattern of defense equipment procurement by empowering local strategic manufacture to support the needs of military main equipment (ALUTSISTA TNI). Several points highlighted, strategic industry-owned enterprises to join the National Defense Industry (BUMNIP) capable of producing military main equipment such as PT. PAL to manufacture different types of ships, PT. DIproducery in the aeroplner and helicopter, PT. Dahana in producing raw materials and explosives PT. PINDAD to support the Army defense equipment (ALUTSISTA), especially armored, ammunition, and weapons. This thesis is made structured as a result of research by author by studying the influence of external supervision of the production of armored PT. PINDAD (Persero). The research method is descriptive analysis and SWOT analysis by formulating strategies and measures to increase production of defense equipment, especially the Panzer combat vehicles (6x6). The final conclussion (of this thesis) prove that (1) production planning that has been set by the management of PT. PINDAD (Persero) is not optimal (2) The ability of Human Resources. PINDAD (Persero) in the implementation of transfer of technology (TOT) is quite reliable, (3) idle production process of PINDAD (Persero) is often influenced by unproper government regulations and policies for local industrial strategies (4) Internal upervision in production and proses manufacturing in PINDAD (Persero) is working well and the result of SWOT analisis show that PINDAD (s) associated with an increased production of combat vehicles Panzer 6x6 in the future is expansion strategy (Strategy Quadrant 1).
