One of the policy to maintain and improve the effectiviness and efficiency of domestic revenue in an optimal state is to place improve the quality of the right human resources and quality. Qualified human resources are needed by the organization to compete in developing the potential of the embodiment of performance. Placement of appropriate human resources and quality takes a process that truly competitive, selective, objective, transparent. The existence of civil servants of the National Directorate of Domestic Taxes are out of the institution and move to another institution and there is a continuing education of dependents outside the ministry bersangkuta, indicating that there are serious problems within the institution. Besides the appointments in a temporary position until passing the limits stipulated in Government Regulation. Timor-Leste has had regulations governing the recruitment, selection and promotion of someone in public administration. The charge itself is generally good rule with reference to the merit system, just a matter of assessment testing results are not shown so unsatisfactory candidates. The quality of human resources role in the National Directorate of Domestic Tax should be increased as compensation in accordance with the workload, job type, education level and work experience. Public Service Law Article 8 confirms that the selection and recruitment of a person in public service be generated from a public competition that assesses the qualifications, experience and professional competence of candidates with nondiscriminatory basis. So also in Article 37 confirms that the entry and acces to professional careers done on the basis of merit criterion, and regularly thorugh a public competition to assess the candidates against the knowledge and experience of necessity on performance and service responsibilities. Government Regulation No. 27/2008 Article 20 confirms that the appointment of someone at the office director and head hanging form the merit vii selection process. Later in the article 5 confirms that the substitution can not be longer than 3 months, and can be extended only once with the same time. In its development there is a tendency that the policy pursued by the competent authorities out of actual substance by the policies of a political nature, nepotism, and primordialism. Looking at the actual field conditions, the study aims to reveal the problematic policies towards the development of career civil servants within the National Directorate of Domestic Tax Timoe-Leste, as well as some solutions that can be offered to improve an minimize these issues. So it can to encourage employes to work harder, passionate, disciplined and achievement, so that organizational goals can be achieved optimally.
