Radianta Triatmadja, Ph.D. ETD Clean water is one of the human basic needs that should be available appropriately in terms of its quality, quantity and continuity of service. The availability of clean water is determined by the presence of water resources and networks that generally can fulfill the public demand. The problems that occur on the existing network may affect directly toward the service performance. This research was conducted on PDAM Tirta Indra Rengat, Rengat district of Indragiri Hulu Regency, by performing simulations using WaterNet 2.2. To obtain an optimal network conditions, it was conducted an optimization of existing network system and then a study analysis for the development so that the quantity and continuity of service is appropriate toward the community demand. To determine the amount of water consumption (liters/person/day) and social conditions of the community, it was done by distributing a questionnaire randomly to the respondents. Thus, the operational performance of both existing network and the predictions of operational performance of the development is also used Kepmendagri No. 47 of 1999 on Guidelines for Performance Assessment of PDAM. The results of WaterNet simulation on existing network by changing flow shown that performance of the existing network was not optimal due to laminar overflow in the pipes and water that causing water loss and interfering pump efficiency. The optimization of existing network was done by reducing the number of pipes that considered inefficient, such as pipe number 6, 25, 30, 40, 41, 136, 140, 143, 151, 154, 184, and enlarging the tank capacity from 300 m3 to 987.75 m3 The optimization of network development is done by expanding production capacity at the IPA II from 10 liters/second to 15 liters / second, replacing all the pipe of 30cm and 25cm diameter to be 20cm, adding 9 pipes 15 cm diameter at the development area, adding 1 unit of water pumping machine with a capacity of 30 liters / second placed adjacent to the tank, pump system and impose conditional on pump 1 and pump 3. The evaluation on operational performance of PDAM Rengat showed its performance value of 2008 as 13.62% and considered poor category (performance value> 12-18). The Prediction of operational performance for development network in 2012 estimated as 13.62, 2015 of 16.17 and 2020 of 25.53. Included in the category Good (> 24-30). The value of operational performance of the network above 30 represents the highest performance since it shows a very good number for PDAM in running its operation.
