Summary:This paper discusses the application of human security concept in national security policy in Indonesia. This study would examine whether the idea of human security has been integrated into national security policy in Indonesia. Societal change towards democratization after passing of an reformation era and and the ongoing security sector reform process in Indonesia impact on the changing security paradigm �from highly state-centered security into the paradigms that more concern to non-traditional issues such as human security (people-centered security). Regardless of the pros and cons as well as the breadth of the meaning of the human security concept, the authors further put the concept of human security as a point of view (perspective) or the government guidelines for setting national security policy. This paper argues that Indonesia has put the idea of human security in its national security policy, but its implementation has not been so good. Individuals or human or citizens in the concept of human security in Indonesia is defined as social beings who are bound with it's community. This contrasts with the idea of individual in the liberal conception. Human security protection in Indonesia is more focused on two main components that is the economic security and political security. However, there are still many overlapping policies and regulations that are not in accordance with actual fact. It was seen in the National Security Act Draft that is currently entered the stage of legislation and policy of the National Strategy for Poverty Reduction (Strategi Nasional Penanggulangan Kemiskinan).
