Summary:The number of elderly people in Yogyakarta have increased more each year up to 10,59% from the total population in Yogyakarta. This increasing had caused some complex problems, such as in demography, social, economy and politic. There is a need of comprehensive policy and coordination in all sectors to handle problems related to elderly people. The Commission of Yogyakarta Elderly People is a coordination commission among Yogyakarta Government and community which is a non-structural and independent board. The commission is hoped to be able to cope elderly people�s problems to increase their social welfare. Sectors which involved in the commission had different degree of autonomy and horizontally related with different characteristic. The problems of elderly people could be handled comprehensively if the intersector coordination could perform optimally. This study intends to know the relation system between sectors, inter-sectors cooperation and mechanism of inter-sectors coordination in the Commission of Yogyakarta Elderly People to increase social welfare of elderly people. Rational organization theory (classic) could not answer the horizontal phenomena in the government improvement. The horizontal phenomena is an equal relation among sectors in terms of governance. So this study will be using inter-organization theory. The inter-organization analysis focuses more on the relationship between organization, resources exchange and management of the organization which developed to assure the coordination between organizations. Descriptive qualitative method is used in this study focusing on the case study. The result shows each sector which attached in the Commission of Yogyakarta Elderly People have performed the horizontal relation while maintained their own autonomy. Each sectors served as partner in the relation and cooperation. From the emotional closeness between individual involved in the Commission of Yogyakarta Elderly People, the dependence degree between sectors and the exchanged of resources between the sectors, the relation has occur. Meanwhile the coordination mechanism used in the commission is mutual adjustment and alliance by mediated coordination and unmediated coordination. All related sectors communicated and in cooperation to reach the mutual established purposes to increase the social welfare of elderly people in Yogyakarta. The type of coordination in the Commission of Yogyakarta Elderly People is a horizontal coordination. This Commission acts for mediator and coordinator initiator between sectors in order to increase social welfare of elderly people in Yogyakarta. To smooth the coordination with community, the Commission of Yogyakarta Elderly People has formed the Elderly Communication Forum in the district, village and elderly groups in the neighborhood. However, after 3 years of running, coordination between sectors in the Commission of Yogyakarta Elderly People began to decrease because of some constraints. The consequences were an effort of the commission was beyond maximal to improve social welfare of elderly people in Yogyakarta. Therefore the researcher recommended The Commission of Yogyakarta Elderly People to be more active and intensive in socializing, communicating, cooperative and coordination between sectors and developing network with other institutions related to elderly welfare. This meant that efforts to improve social welfare of elderly people in Yogyakarta can run optimally.
