Summary: | This thesis is the result of educational policy research in Indonesia, particularly
the RSBI (Rintisan Sekolah Bertaraf International / The Pioneering of International
Standard School) program. The research covers only one research object. SMAN 1
Banjar, a State Senior High School in the city of Banjar West Java. The school achieved
the Status of RSBI since the academic year of 2006/2007.
The research objective in this thesis is to find out how the RSBI program was
impemented in SMAN 1 Banjar, and how about the level of success in that
implementation especially in the aspect of Educators. In addition is to reveal the deciding
factors, which generated the level of success in every strategies made by SMAN 1
Banjar.
In answering the questions above, the process of collecting data and analysis have
been done with the relevant research methods Case Studies, and combining two different
approaches. qualitative and quantitative.
SMAN 1 Banjar has made several strategies to implement the RSBI program.
Especially in fulfilling educators requirements (including Teacher and Principal) as stated
according to several references in the RSBI program. Each strategies have different level
of success / effectiveness.
For the requirements of teachers, of all the strategies that have been made by
SMAN 1 Banjar none that reached highest level of effectiveness. Strategies regarding the
criteria of "all teachers are able to facilitate ICT-based learning", reached the �low� level.
Strategies regarding the criteria of "Teachers in the subjects of Science, Mathematics, and
the core of Programs are able to teach in English and have a TOEFL score of � 7.5
(computer based)", reached the �medium� level. Strategies regarding the criteria of "at
least 30% of teachers are Master degree / Doctorate degree qualified from Universities
with category A accredited majors, and for the Linear qualification ", reached the
�medium� level.
On the other hand, the condition are slightly different for the Principal
requirements. Of all the strategies that have been made that is related to the criterias
including "the Principal has a minimal qualification of master degree from universities
with category A accredited majors, and has attended training programs for the Principal
accredited by the government", "the Principal is able to speak English actively, and have
TOEFL score � 7.5 (computer based)", �the Principal is able to operate computer /
Information Technology and Communication devices�, "the Principal has International
vision, ability in building international networks, managerial competency, strong
leadership and entrepreneurial spirit", all reached the �medium� level.
Generally, the factors which causing the lack of effectiveness in every strategies
that has been made, are the absence of the target system and the unbalance funding
allocation. |
