Summary: | Education is important sector in providing children with sufficient capability to deal with their future life. Education is also important to tackle the social inequalities, where education provides capability to create opportunities to access resources and catch up the more advantaged group. Education is therefore not only dealing with mathematics and geography or other formal knowledge based activity, but also dealing with all activities related to them, direct or indirect. However it is suggested that the school as part of education process also place where inequality is developed.
This research is to analyze the equity of school transport infrastructure and propose its measuring method. Located at Yogyakarta City and use 150 elementary schools data, this research use accessibility as indicator of equality of opportunity for student from various background (poor, non poor, Moslem and Christian) to access school. The availability of school according to school quality and type (Islamic/Christian/State school) is seen as benefit while the time travel is seen as disutility/cost. Secondary data is used from national survey while other data from the GIS processing. It is concluded that the level of equity in school transport infrastructure is high. This is a good environment for providing children more equal opportunity to develop their capacity. The measures show that for any social group, the distribution of benefit from transport to school is similar, suggesting that they have equal opportunity to access school. However the level of accessibility is very low if it is compared each other. Some area has high accessibility while other (large number) has low accessibility. Improving this condition, the intervention will have high impact on overall system where it use the poor need and Moslem need as basic of intervention, in this case is by providing free/affordable school and Islamic school in walking distance. |
