ETD Referring to the Constitution of 1945 (UUD 1945), Papua was given special autonomy in 2001. The Act No. 21 of 2001 on Special Local Autonomy, especially the Verse 1 of the Article 56 on Education stated that the government of Papua Province was responsible for the administration of all levels of education. The verse 3 stated that each of the citizens of Papua Province had the right to access quality education up to secondary education at as low education cost as possible for the local people. The verse 6 stated that the administration of the education was regulated by the local regulation of Papua Province and supported by the Verse 2 of the Article 36 stating that 30% of the balanced fund of Papua Province and hence the Governor Regulation No. 5 of 2009 (Pergub 5/2009) was issued. The regulation aimed at abolishing the education cost for basic education and the reduction of the education cost for native people of Papua who pursued secondary school education. It represented the commitment of the government to fight for education backwardness in Papua Province. The in-field finding of the allocation of the local budget in the Special Autonomy of Papua in 2007 showed that the budget for elementary school was IDR 59,662.58 billions, while in 2008 IDR 61,321.27 billions. The budget was allocated for the activities as stipulated in the Perda 5/2006 and the Pergub 5/2009, but there were some programs that did not received the allocation of the fund in 2008 such as School Building Construction, School Operational Grant (BOS) for elementary and junior high school. The presence of the Pergub No. 5/2009, 9-years obligatory education for the academic year 2009 were given the allocation of IDR 83,883,838 billion of the allocated budget of IDR 23,838,838 billions, while the difference in the existing fund has not been determined. The budget for elementary education in 2010 was IDR 91,380,524 billions and has been absorbed for some programs in Papua Province. In general, the allocated budget for elementary education before and even after the Pergub has not been maximal because of the presence of decisive and appropriate allocation of the budget for the requirements directly related to students. It deserved serious concern of many parties both society and non-government organizations and also education observers and experts. Therefore, the government must be consistent with the commitment to the regulations, especially the commitment of the government to the allocation of the local budget (APBD) in the administration of the education in order to improve the quality of the local human resources of PapAua Province.
