In December 26, 2004 Aceh Province suffered from disaster that resulted in powerless society due to physical and non physical paralysis. It encouraged humanitarian workers from various countries to participate in recovering Aceh Province. Formal sector (government) and non formal (non government) sector contributed to develop new life. Strategy used in the recovery process was empowerment that builds community to be independent. Related to this research, author considered social impact of ICBRR Program conducted for earthquake and tsunami victims in Gampong Lambaro Skep and people participation in the ICBRR program. It used qualitative method, with purposive sampling technique and snowball technique. Data was collected with documentation, observation and interview. The author used contextual and interpretative analysis that consisted of three activities done simultaneously, namely, data classification, data interpretation and drawing conclusion. The results indicated that one of social impacts of ICBRR program is stronger local institution in Gampong Lambaro Skep. In this research context, PMI-ICBRR has used adat institution (tuha peut) for empowerment program (integrated community based risk reduction). In addition, gotong royong culture in Gampong Lambaro Skep has increased. Activities in integrated risk reduction have given positive impact in increasing togetherness and belonging. It was indicated with community gathering in activities held by PMI-ICBRR and this made them closer and chummier. Previously, they did not know each other, because Gampong Lambaro Skep community was heterogeneous with many comers from various regencies even from outside Aceh. Gampong people participation was good
