Summary: | The purpose of this study was to obtain an overview of the implementation of the
reform of licensing organizations to improve the quality of public services in Dinas
Perizinan of Yogyakarta City.
To answer the above purposes, the method in this study refers to the type of
evaluation research that examines the implementation of organizational reforms in
Dinas Perizinan of Yogyakarta City with technical data collection using a depth
interview and observation. While informants were taken from the Head Office of
Dinas Perizinan, Division Head, Section Head, Staff, and Consumers. To analyze the
data using qualitative analysis techniques with an interactive model, which moves in
the analysis of three components, namely data reduction, data analysis, and drawing
conclusions and verification.
Aspect formalization shows that licensing regulations are often amended in
accordance with the development of social and economic dynamics of society and not
all types of licensing be made in the form of local government regulation. For the
aspect of centralization has been well proven by the intense coordination system each
week to address and evaluate issues related to licensing which is being processed. In
addition, there are routing slip which is a tool of official controls on performance
related staff congestion or delay the licensing process. While from the aspect of
specialization, in quantity and quality of its human resources are very less. However,
to overcome this problem, Dinas Perizinan to do capacity building with in-house
training and staff training. Second, With the reform of licensing organizations into
Dinas Perizinan has increased the quality of service to the public with the results
based on Community Satisfaction Index are in good category.
Therefore, the suggestions and recommendations in this study are: First, to the
existing licensing regulation in Dinas Perizinan should be all kinds of licensing set
out in the Local Government Regulation, so the level of supervision and enforcement
have the assurance by the City Government of Yogyakarta. Second, to increase the
limited quantity and quality of staff in Dinas Perizinan, it is necessary to increase
technical skills for staff associated with the technical competence that require
