Summary:characteristics, individual perception, and mitigation behaviour. This research was important to be investigated to develop disaster risk management. The previous researches have investigated relationship between regional characteristic and individual perception. Others investigated the influence of individual perception towards mitigation behaviour. The empirical studies conducted gave two different contending groups. The first group argued that people tended to be aware towards disaster while other groups were disagreed with the arguments. This research tried to investigate the relationship pattern of three components. The advantage of this research is the government either central and local may decide policy that support disaster risk management based on community by allocating their budget. The research will enrich many previous researches that have ever been conducted. The research used quantitative method, in particular multiple and logistic regression analysis. The regional mapping by hazard level was conducted by Geographical Information System (GIS). Data used in this research were primary and secondary data. Primary data were obtained by distributing questionnaire to some respondents. Sample amounts used were 395 respondents. The research theoretical contribution was to investigate behaviour mitigation according to the expected utility theory. The research empirical contribution was to economic valuation method used towards safety and efforts to link regional characteristics, individual perception and also their willingness to conduct mitigation. The research practical contribution was to identify key obstacles in disaster risk management. Based on first goal of the research, the region located in the alluvial plains more vulnerable to earthquake risk. In those areas tend to be densely populated and settlements because most of the land are fertile. Multiple regression analysis found that: educational level, risk averse degree, trust towards earthquakeresistant building, control ability, income level, hazard area affected to WTP mitigation positively. This research found that perception towards central governmental roles variable not affected WTP mitigation positively. Logistic regression model suggested that educational level, risk averse, trust towards earthquake-resistant building, and perception towards central and local governmental roles could be used to predict hazard area probabilities in a region.
