Summary: | Transformation of a county or municipal government towards eGovernment is a gradual process. To achieve any level specified in the instructions for president number 3 of 2003, it is necessary preparedness that includes the readiness of the government and the readiness of the community of users, both individuals and from businesses. Readiness of government need to be measured because the government is a major actor in the development of eGovernment. Readiness of the user community also needs to be measured given that society is the main market of the eGovernment. Currently Cilacap District has achieved the first level is the level of preparation, is characterized by a website in every SKPD (regional work units) and a few office districts in Cilacap District. The main characteristic at the first level is the implementation of eGovernment is not integrated and is still partial. The objectives to be achieved from this research is: How to build a prototype system eGovernment Readiness Index (eGRI) web-based research tool by using the concept of tiered calculation that was adopted from the NRI for the measurement eGovernment Readiness Index of the implementation of eGovernment in local government administrations in accordance with the conditions governments in Cilacap. In this thesis produces a tool that provides facilities to a researcher in preparing an online questionnaire, so as to minimize time and costs incurred. The resulting tool capable of performing the process of making surveys, distribution surveys, fill surveys, and the recapitulation of the survey is conducted. |
