The development of IP-based technology is rapidly increasing, do not miss the VoIP technology. VoIP technology can be implemented using the existing data network. At this time both private and government agencies are already familiar with computer networks. This is because demand and prices are more affordable equipment. Like Sleman regency hitherto totally already using VoIP for communication among agencies that were located far apart. Even VoIP technology can be integrated with the already long-existing PABX, so that they can communicate well with each other. Implementation of VoIP in Sleman Regency using existing intranet. Intranet network connecting 17 offices Sleman Regency districts to use Wireless LAN (WLAN). As for VoIP over the Internet is still in early stages of development. This is because the price of bandwidth in our country is still relatively expensive, whereas other traffics that must also be sent by either the network connection is available. From this came an idea about how to manage the existing network connections and improve the performance of a VoIP network itself. One way to improve network performance by using QoS (Quality of Service). QoS itself has been known as one of the reliable methods in dealing with network management, especially for the delivery of critical data. To implement this by separating between VoIP and data bandwidth. Of testing using G..711 codec obtained that the sound quality after the implementation of bandwidth management increased sharply when compared to before implementation of bandwidth management. In this thesis, researchers are trying to analyze the parameters that determine the QoS of VoIP such as bandwidth, delay, jitter, and packet loss and the results are intended to provide advice for Sleman regency to manage VoIP. In addition, researchers also suggested Sleman regency in developing VoIP over the Internet using bandwidth IIX. This is because VoIP services for domestic and IIX bandwidth rental costs currently are relatively cheaper than using international network.
