Djoko Marsono, ETD Forests have an important role for human life, because the forest serves as the lungs of the world, regulating the water, preventing erosion and landslides, as well as the source of germ plasma. Therefore, the existence of forests need to be preserved, conserved and managed properly in accordance with the characteristics of the forest, in order to function optimally and can be utilized in a sustainable manner with due regard to the principle of forest sustainability. The study was conducted on the island of Bengkalis to know the forest management and land on the island of Bengkalis, by examining aspects of forest and land management aspects of forest and land, forest resources and land aspects, aspects of the policy/institutional, and aspects of community empowerment. The data are taken from the primary data and secondary data. Primary data derived from analysis of Landsat imagery to map TM 2009, which conducted a review of the field to see the condition of land cover and PRA and RRA survey on forest communities to determine socioeconomic and desire in empowerment activities. Secondary data are taken from various sources in the form of setting forest policy, community empowerment programs, and preservation of regulatory policy, and policies RTRWK. The results showed that characteristics of the island of Bengkalis has flat topography (0-8%), altitude between 2-6 m above sea level, and type of soil is alluvial soil or soil minerals and called organosol (peat soil) which has some peat dome. Area of forest establishment on the island of Bengkalis TGHK map is 29286 acres (31.21% of the island) is a production forest, while the lower area of vegetated land 6815.71 hectares (12.53%), regulatory policy is the sustainable use of government authority center, whereas the policy in Bengkalis regency set RTRWK Peat Protected area covering 5,977 hectares, equivalent Protected Area beach/mangroves covering an area of 9,966 hectares, the Permanent Production Forest area of 9,669 hectares. And the value of the total income people living around the average monthly income is Rp.2.960.000, -. From the data we can conclude that the determination of forest area in Bengkalis island is not in accordance with existing regulations that require the function of protected areas and vegetated land is seen that the condition of existing forests cannot support the ecosystem on the island of Bengkalis.
