Since the delegation of authority to manage the assets of the area as the PAD, have a negative impact that the increasingly widespread environmental damage and also the emergence of resistance miners elite elite interests in mining, efforts to suppress the interests of the elite to profit so it is necessary to see who the actors involved and how the rent-seeking behavior in the mines. The purpose of this study was to find out who the actor who plays dipertambangan interests and how the rent-seeking behavior in mining surveillance system. The method used in this study is a descriptive qualitative research method. Methods of data collection using observation, interviews, and documentation. Research sites that BLH Services, DP2T, DPPKA, Satpol PP, Miner, Community Leaders and the Commission and Council Member C. The results obtained in this study stated that the failure in the system due to the mining interests of elite control that binds the mine monitoring system in the lack of effectiveness. And delegates authority to the regions hit by the emergence of new local miners are increasingly widespread and capable of existence menggesar old miner, so the battle of two miners such conflicts arise as implications of the competition, but didominan contestation by local miners because he was able to approach the new Government. Can not be separated from the contestation of rent-seeking behavior increases the long-term orientation and short-term, so as to encourage miners to engage in the decision (patron-client) to secure the mining business. On the other hand the individual interests of both miners and government elites to seek the maximum wage either in the form of bribes and also can be in the form of extortion, such behavior has become the social structure of the mining district in Mojokerto. Based on the results of field research can be concluded that the failure of the mining supervision because there is contestation elite interests, he emergence of elite competition in the mining, disorientation of the village government in the supervision level 1, contestation of interests can not be separated as individual as the search behavior of rents. From the above problems researchers are trying to give advice that is only able to suppress the behavior of the mining lease are: eduction of the role of village government, the intensity of the supervision team pengotimalan Working Group, the licensing system of discipline in the manufacture of the Environmental Document, the establishment of the Inspectorate of Mines.
