Summary:Inter-regional cooperation should be based on mutual interests, then the inter-regional cooperation process should be participatory and flexible so as to achieve consensus. The process of formation of the institutional format of cooperation should be developed gradually. Since 2001, Joint Secretariat Kartamantul was established as the forum to integrate urban infrastructure management including solid waste final disposal infrastructure and its operation & maintenance among Yogyakarta Municipality, Sleman Regency and Bantul Regency. In conducting this research, the author made an inquiry regarding the problem which is: �Three local governments in Yogyakarta Municipality, Sleman Regency and Bantul Regency could not find new site to dispose solid waste on schedule before the existing one is filled up�. The author thought that the most the serious factor behind the difficulty is the weak authority given to the coordinating organization in charge of the cross border solid waste management. Thus the author asked the question as the hypothesis of this research as in the following, that is, �Can Kartamantul final disposal site issues be solved by strengthening Joint Secretariat?�. This question was broken down into five operational questions as hypothesis of this research: which are (1) Whether, joint secretariat of Kartamantul should have an authority to force local government in implementing Kartamantul programs, (2) Whether regulation regarding benefit and burden among 3 (three) local governments should be officially agreed and endorsed by local parliament, (3) Whether, compensation plan and financial arrangement for final disposal site community should be worked out as one of the top priority and most urgent issues, (4) Whether, better Standard Operation rules and facilities in handling solid waste at landfill site should be introduced, and (5) Whether new sanitary landfill condition should be introduced by better standardized collection method. To verify the hypothesis the author conducted the interview survey to the stakeholders, analyzed their answers to the five questions, and examined the secondary data from local government office and local newspapers. This research reached to the conclusion that for Kartamantul final disposal site issues to be solved at earliest schedule it is necessary to strengthen Joint Secretariat. Joint secretariat should have more authority, budget, leadership to solve the problems in Solid Waste Management of Kartamantul. Past performance records of Joint Secretariat Kartamantul was attached as the reference at the end of this paper.
