Summary: | The implementation of government procurement of goods and services in Serdang Bedagai Regency does not perform the principles of procurement of goods and services completely as regulated in the Decree of President Number 80 Year 2003 on Guideline for Government Procurement of Goods and Services as recently amended by the Decree of President Number 54 Year 2010. It resulted in deviance of process for procurement goods and services that eventually causes corruption, collusion and nepotism practices, worse project performance, and the delay of project benefit delivery for society.
Based on the problem above, the objectives of this study are to identify, describe, interpret, and analyze implementation for government procurement of goods and services in Serdang Bedagai Regency. It will also identify, describe, interpret, and analyze factors influencing the implementation of procurement of goods and service in Serdang Bedagai Regency.
This is a descriptive study, which was conducted to find out the value of autonomous variables both one and more variables without making comparisons. The variables were the principles of procurement of goods and services, namely efficient, effective, transparent, open/competitive, and fair/non-discriminative.
Result of the study shows that implementation of procurement of goods and services in Serdang Bedagai Regency was unsuccessful, because only the principle of transparency was entirely included and the principles of efficiency, effectiveness, and accountability was not entirely carried out, while the principles of openness/competitiveness and fairness/non-discrimination were not done at all. Several factors influencing the principles were unable to be implemented, namely the low level of government apparatus performance, unconducive socio-economic condition, unimplemented inspection, and incompletely enforced legal sanction |
