The emergence of social capital in a society that began to decline as a sense of community spirit, cooperativeness, tolerance, and mutual trust is an interesting phenomenon to study. The persistence of the spirit of social capital as happened in the community of RW 13 Kelurahan Subangjaya Kecamatan Cikole Kota Sukabumi make interested researcher to describe the emergence of social capital in society of RW 13. In addition, it is also describes why and how social capital can serve the community in addressing issues that cannot be solved solely by government. The result of this research indicates that people of RW 13 Kelurahan Subangjaya, Sukabumi have already possessed a spirit of social capital that is strong enough and has existed naturally since then and have been hereditary, so it is easy to be generated. The power of social capital in RW 13 is influence by the degree of homogeneity of neighborhood, which is still strong. The concept of exemplary existence of social capital is only effective if applied to people with primary relations in small social units and restricted as in the RW and RT and will have difficulty if applied to the larger community. In addition, leadership also positively correlated to the emergence of social capital in RW 13. On the other hand, good leadership brings negative effects, where the quality of community�s social capital is becoming dependent to the leader�s quality in collective action. Based on these results, it is recommended to the government of Kelurahan, Kecamatan and city/county in carrying out its program in the area of transition from rural to urban should be done through an approach to community leaders and local religious leaders, should be transparent in their accountability to the community, and involving public directly in the program or activity. Community leaders together with the community jointly build strong individuals� characters starting from each family for mutual care, mutual help in goodness, deliberation in making decisions, to act honestly in every word and deed, altruism, and sense of responsibility towards each accountable result achieved in their daily life for the existence of social capital and not dependent to the presence of a leader.
