The recent arrangement of the organization of local apparatus tends to be the enlargement of the organization structure of the apparatus without any indepth study of the existing internal and external environment. Consequently, the organization structure becomes excessive and results in less effectiveness and efficiency. It is also the case of the organization of the local apparatus of Metro City that has been established on Local Regulation Number 07 of 2008 on the Establishment, the Organization and the Working Management of Local Apparatus. There are at least three organizations of the local apparatus in the regulation, which are directly related to the management of agricultural tasks. They are Agriculturel Service, Agricultural, Fishery and Forestry Dissemination Implementing Board and Food Security Agency. Concerning with the area of their tasks, the potentials, the local characteristics, and the human resources, the three organizations are considered to be excessive. It is the condition that becomes the background of the study that aims at finding more ideal local apparatus organization by considering the vision and the mission and also the internal and external environmental condition. The study uses descriptive method and SWOT analysis of the internal and external condition through qualitative approach. Strategic issues can be identified on the basis of the vision and the mission of the local organization and it indicates that the presence of the three local apparatus organization structures is not relevant for any longer and too excessive. The most influencing factor of the three local apparatus organizations is the central regulation that has been put in effect without any consideration of the local condition and needs that result in the low effectiveness and efficiency of its implementation. Therefore, it is not an exaggeration if the results of the study recommend the change in the local apparatus organizations in the area of agriculture into one organization. It is done by merging and also synchronization of the structure and the mandate of the organization that the implementation of the organization task is more effective and efficient. The recommendation of the local apparatus organization in the area of agriculture in Metro City is Agriculture, Dissemination and Food Security Service.
