This research have implemented because existing regional autonomy and decentralization giving freedom for each regional to perform their own household affairs as well as giving space for them to improve and optimally using potential owned either from natural or other potential in order large autonomy. One of elements giving large contribution for this region is worked as we expected. Timor Tengah regency is one of regency at Nusa Tenggara Timor Province having large mining natural resources potential toward Regional Origin Revenue (PAD) is from mining result of digging material of type B (Manganese). Although giving large contribution to regional origin revenue (PAD) but the existed potential is not dig optimally, the determining real target is not based on potential. Manganese potential at Timor Tengah Utara regency is known through application by investor and number of reserve estimation. Therefore it is important to identify the factors used in target for manganese acceptance for increasing regional origin revenue (PAD). The type of research is case study with qualitative research using interview technique and secondary data in gathering data. Interview conducted with involved parties as Regional Secretary Official of Timor Tengah Utara Regency, members of Commission C DPRD of Timor Tengah Utara Regency, head of Regional Revenue Department of Timor Tengah Utara Regency, head of Energy Mining Department of Timor Tengah Utara Regency, secretaries of Mining Department of Tengah Utara are: Gendewa Mining Group and PT. Bina Neregi Marco, LSM Bife Kuan (Yabiku) Foundation. For more accurate, the information obtained used tape recorder (mobile phone) and interview guide. Whereas for secondary data is recapitulation data of manganese acceptance, acceptance data for regional origin revenue of Timor Tengah Utara regency, investor data who performed manganese mining activity, location point data at Timor Tengah Utara regency area having manganese potential and regional and governmental regulations related to manganese mining. The result showed that factors sued on determining target are: manganese quality is competing thus its cost is automatically increasing as well, in addition its quality the manganese quantity is able to meet number or quote that being investor target, numerous local and foreign investors, security and safety in investment and manganese mining management system.
