This study is an empirical study that is juridical. The purpose of this study was to determine the development of knowledge related to the birth of a franchise of Government Regulation Number 42 of 2007 on Franchising. And to know the implementation of the master franchise agreement franchise LP3I course center region of Central Java. Research data consist of primary and secondary data. Secondary data were obtained from library research consisting of primary law materials, secondary law materials and tertiary law materials. Primary data were directly acquired from the field research, which were the result of the interview with respondents. Research results that with the birth of Government Regulation Number 42 of 2007 provides legal protection regulation and specificity of the franchise. This rule regulates the prohibition of using the term franchise to name/business activity if it does not meet the criteria, Set of clauses that must be fulfilled in the making of the agreement, Set of liabilities of the franchisor and franchisee and the sanctions if it violates the rules. The provisions concerning financial penalties is a new thing because it has not previously regulated in Government Regulation. In the implementation of a agreement franchise master franchise center in Central Java LP3I course covers phases of the prospectus until the signing of the agreement has fulfilled. Di clause is determined by government regulation. Expiration of the agreement because the 10 year period or the occurrence of default and the occurrence of force majeure. If there is the problem then use the solution with the principle of consultation efforts. If the deliberation step fails, then the settlement of the dispute to the Central Jakarta District Court or other Court designated by franchisor.
