This study aims to determine how the regional financial management in health services provision at Konawe Utara in 2010 and to determine the constraints faced and efforts made to overcome the constraints on regional financial management in health services provision at Konawe Utara in 2010 This study is a normative-empirical legal research, by reviewing legal provisions relating to financial management in the provision of healthcare services, and then analyzing the obstacles faced and efforts made to overcome these constraints based on the provisions of laws. Ways of collecting data in this study through library research that is conducted to obtain secondary data, which is already in its finished form, such as data in documents and publications covering primary legal materials, legal materials secondary, tertiary and legal materials. While the field research conducted to obtain primary data to examine the study site, then do direct interviews with respondents and informants based on written guidelines, then processed and analyzed qualitatively presented descriptively. Based on research results, the regional financial management in health services provision at Konawe Utara in 2010 refer to Regulation No.58 year 2005 and Permendagri No.59 year 2007 on Guidelines for Financial Management. However, the determination of planning programs and activities, graded poorly because the documents the planning and budgeting as contained in the document RKPD, KUA, PPAS, RKA and the DPA has not been used, especially the budget amount allocated did not reach 10 percent as stipulated in Law No. 36 year 2009 article 171 paragraph (2). Furthermore, the implementation of programs and activities and budget allocations in the budget set by the DPA Public Health Service, has not been fully implemented, this is due to the preparedness of regional budgets in particular relating to the disbursement of funds that require a fairly long process and a complicated mechanism. Constraints faced by the technical constraints, namely the lack of human resources capacity. While the juridical obstacles, namely the lack of separation of the legal basis governing the process of regional planning and annual budgeting. to overcome technical obstacles, effort by the government of Konawe Utara is through human resource development through technical assistance / training and non training. While efforts were made to overcome the legal obstacles that is local government refers to the implementation of rules issued by the central government budget each through Permendagri No. 25 year 2009.
