This study becomes important to assess, first, the cost incurred by local governments to implement e-Government so big. Second, the study of e-Government more studied from the perspective of telecommunications and informatics. One form of e-Government relations is a Government to Citizen. Where one instrument is the implementation of the Population Administration Information System (SIAK) at all district governments. SIAK implementation aims to fix the administration that bawdy chaos, so it is an impact on the voters list (DPT) in the electoral process. In addition it also aims to improve public services in the areas of residence for the better administration. This study aims to find factors that cause the failure of e-Government (Government to Citizen) in Tegal regency. Based on e-Government roadmap as told by Purnomo Yustianto, that e-Government is not solely to build the front office (application and infrastructure). But also to build his back office, so the paradigm of public service from bureaucrats to be changed. e-Government also can be seen in the political approach as proposed by Merilee S. Grindle that policy implementation consists of two variables: the policy content and the policy context. This study used qualitative methods with case study research design. The data used are primary and secondary data. Primary data were collected by conducting interviews with key informants and direct observation. Meanwhile, the secondary data obtained through a number of documents from institutions in Tegal regency government. Based on the results of the study, the factors that cause the failure of e-Government (Government to Citizen) in Tegal regency consists of four factors. First, the mindset �project oriented� among politicians, bureaucrats (the middle bureaucrats) and entrepreneurs. e-Government is considered nothing more than just the procurement of goods/services that are profitable among businessmen, politicians and bureaucrats alone. Second, resistance from bureaucrats (street bureaucrats) itself. e-Government in fact become a scourge that threatens the �income� which during the last bureaucrats in public service. Third, regulatory and institutional. Overlap of authority between agencies because of lack of clarity about regulations that govern it. Bureaucratic regulations that impact also on the lack of Human Resources (HR) is competent in the field of information technology. Fourth, is the leadership factor.
