| Summary: | Policies on management of conservation areas have been implemented
since Dutch colonial era and are lately becoming more important parallel with the
occurrences of environmental degradations. Unfortunately the policies more than
often bring about conflicts between local society and government (administration)
the party responsible for the management of the area, for the policies are not
participative and often violate the interest and rights of the local people.
The change of the government system taking place in the reformation era
related to the implementation of the concept of good governance with its
participative principles has not shown any improvements (changes) in the
management of conservation areas as indicated by the high numbers of conflicts
shown by results of studies and Strategic Plan of Ministry of Forestry 2010 � 2014
(Renstra Kementerian Kehutanan 2010 -2014).
Employing the method of qualitative content analysis, a study is made on
a number of regulations on forestry issued in the post reformation era which are
considered relevant to the policies on the management of conservation area |
