Summary:Food security is one of the basic prerequisites that must be owned by a region in order to realize the welfare of society. However, in reality even though the district Cirebon including one supplier of rice areas of West Java, there are still some villages are actually experiencing food insecurity. The lack of indicators used Food Security and the Implementing Agency of Agriculture Fisheries and Forestry Extension (BKP5K) Cirebon in determining the status of food insecurity and food resistance is still an obstacle in analyzing the causes of food insecurity. This study seeks to develop a system that can help BKP5K Cirebon for the determination of cluster food insecurity and food stand as well as assistance and advice through a range of parameter robustness and food insecurity indicators that have been determined. The system is built by using Fuzzy C-means method to classify the areas prone to food and hold food as well as the method of Takagi Sugeno Kang as the rulebase in the provision of assistance program recommendations. After testing the six test cases, then the most influential aspect in the determination of food-insecure villages in the District of Cirebon are aspects of food availability, food access and livelihood aspects, and aspects of health and nutrition. While the population below the poverty line, the village who do not have access to adequate liaison, the number of households without access to electricity, the number of affected puso planting areas, as well as a good number of workers and peasants is a private five indicators that have an important influence in the determination of food-insecure areas .
